1. Scope of Responsibilities 



Lead and operate as a part of a team of engineers and designers in carrying out detailed engineering work; assume responsibility for conceptual and detailed design (Concept, Front End or Basic, Material, Stress Analysis, Layout Engineering, Coordination of 3D modeling) and provide necessary technical information for procurement in compliance with tender specifications/data sheets and work within budgeted manhours and project schedules.


2. Primary Duties 
  • Review contract documents and identify requirements and scope of work for project execution.  Review specifications, drawings and other documents.  Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to Projects/Client.
  • Identify critical engineering parameters and establish deliverables e.g. specifications, datasheets, layout drawings, stress analysis, isometrics, bill of materials and other applicable deliverables.  
  • Monitor and control project manhour requirements during project execution, identify variations between contract and proposal.  Take corrective action as necessary. Create manpower charts for task assignments, establish target completion dates, ensure target dates are achieved. Maintain project schedules and ensure allotted manhours, deadlines and cost requirements are strictly adhered to.  Recommend cost effective measures to reduce overall costs.
  • Monitor productivity of engineers and quality of work produced.
  • Apportion work among engineering staff according to the capabilities. Supervise the work and ensure that the documents are updated regularly as needed. Resolve design irregularities.
  • Coordinate on technical issues with other Engineering Disciplines as required.  Provide the necessary inputs/data to other disciplines as per the requirements and procedures.
  • Supervise the preparation of conceptual/study layouts and designs and provide necessary inputs for modeling and drafting.
  • Obtain the required inputs from other engineering disciplines e.g. mechanical data sheets, foundation and structure details, instrument specifications and other necessary data. 
  • Provide guidance for performing calculations for pipe wall thickness, reinforcement pads and others as per the relevant piping codes and standards.
  • Supervise the stress analysis of piping systems through the use of Caesar II software and preparation of stress analysis reports, incorporating contract specifications and international codes. Resolve design irregularities. Monitor the transfer of piping loads to Civil Discipline, coordinate on technical issues as required.
  • Monitor the preparation and issue of engineering drawings and technical documents for Inter-disciplinary Design Checks (IDC’s).  Review and integrate comments and inputs of other engineering discipline into the relevant documents.
  • Supervise the preparation and issue of Inquiry Requisitions to vendors.  Participate in technical bid evaluations.  Review vendor drawings, documents and design calculations. Ensure vendor equipment specifications meet with client equipment specifications and within budgeted costs.
  • Coordinate Material Take-off (MTO) activities, identify irregularities, discrepancies and shortfalls, take corrective action as required.
  • Oversee the set-up of the Material Management system (VPRM) incorporating the project specifications.  Coordinate and incorporate the MTO from the 3D model.  Update and maintain the system to incorporate the latest material requirements.
  • Administer the preparation and issue of Purchase Requisitions for the procurement of equipment and materials.  Coordinate with Procurement and provide necessary assistance to Expediting and Quality Departments.
  • Meet with vendor representatives, inspect vendor works and workshops and provide assistance to Quality Department as required.
  • Interface with Client representatives as required for resolving any technical issues.
  • Conduct internal staff meetings, ensure the progress of project in accordance to
  • schedule, allotted manhours and budgeted costs. Coordinate with Projects and Planning Departments on schedule related issues.  Update TDR progress reports through the use of PETROCEPT software.
  • Participate in safety and design review meetings e.g. HAZOP, HAZID, Plot Plan, 3D Model, along with Client and representatives of other engineering disciplines.
  • Monitor the preparation of all necessary documents upto the final IFC (Issued for Construction) stage, e.g. plot plans, piping plans, isometrics, locations plans, pipe support standards, material specifications and other relevant drawings and specifications.
  • Supervise the set-up of the 3D CAD system (PDS/PDMS) incorporating the project specifications.  Customise the system to deliver the model, drawings and data as per the project requirements.
  • Interface and provide clarifications, guidance and technical support to Construction and Commissioning teams as required.
  • Administer the preparation of the final “As Built” 3D model, layouts and other documents.
  • Ensure compliance with Company’s ISO Quality procedures.   Coordinate internal and Client audit requests, facilitate audit procedures of engineering systems within the discipline.
  • Evaluate the requirement of resources including computer hardware and software.
  • Undertake responsibility of development of engineers.
  • Provides support and assistance to the direct supervisor on technical and non-technical issues.
  • Perform related duties as and when directed by the direct supervisor.

3. Job/Cost Impact 

Acts as the main interface in converting the project from concept to detailed engineering.   Works within Project Budget requirements. Oversees the technical evaluations and verification, acts as a tie-in between the various disciplines for engineering inputs for the department.  Coordinates and assigns work as per project specifications. Work is normally reviewed by supervisor.


4. Decision Making Authority 

Decisions limited to the scope of project requirement specifications, consults supervisor on main issues related to layouts and specifications.  May make recommendations on mobilization/demobilization of personnel.


5. Supervisory Responsibility 

Supervises engineers and designers, 10% of time is spent on training incumbents.

8. Physical Effort and Work Environment 

Duties performed in Main Office mostly in air-conditioned surroundings. Occasionally incumbent would require traveling to sites and vendor workshops.  Approx 50% of time spent on the computer.


9. Minimum Requirement 

Bachelors Degree in Mechanical Engineering with a minimum of 12 years related oil & gas/petrochemical experience preferable from a background in working for EPC/consultancy organizations.

The JOB

Responsibilities
The Mechanical Engineer provides expert advice on the selection of mechanical equipment and sets the standards for project specifications and contractors’ ACTIVITIES on mechanical equipment engineering. As part of this the Mechanical Engineer will:
  • Provide technical authority to approve vendors for inclusion in approved vendors’ lists
  • APPLY the standards for project specifications and contractors’ activities on mechanical equipment engineering 
  • Verify the design integrity of work carried out by engineering contractors to ensure that the proposed solutions are technically sound and meet reliability, operability and maintainability requirements
  • Provide support during the fabrication and installation of the mechanical equipment 
  • Participate in the development of the pre-COMMISSIONINGCOMMISSIONING and start-up plans for the mechanical equipment 
  • Provide support during the fabrication, testing, installation and commissioning of rotating equipment, and conduct shop and field acceptance testing 
  • Support maintenance and operational staff, participate in teams to troubleshoot customer issues and conduct field performance tests 
  • Work with a diverse range of suppliers and internal departments, and maintain contacts with vendors to optimise the design of equipment through the application of best practices. 
Requirements
  • Typically, the Mechanical Engineer has a BSc or MSc degree in mechanical engineering or its equivalent, with experience gained in pressure vessels, heat exchangers, utility and HVAC systems androtating equipment design, engineering, construction and maintenance and operation in the OIL and gas industry. Specific experience with and knowledge of compressors and gas turbines and trouble shooting is a pre. With knowledge of international design codes and standards, the Mechanical Engineer has the ability to prepare design, procurement, construction, (pre) commissioning and hand-over specification packages for mechanical equipment.
  • The Mechnical Engineer has a good working knowledge of the design, specification and procurement of, and with the development of facility layouts, equipment and piping arrangements.
  • The Mechanical Equipment Engineer possesses a thorough knowledge of the capabilities and shortcomings of major rotating equipment manufacturers, and will have will have experience in conducting technical and commercial negotiations with them.

Scope:
Assist/Manage all ACTIVITIES related to post award on contractual, legal and commercial issues related
to:

(i) CONTRACTS with Clients;

 Supervise and direct Deputy Manager/CONTRACT Engineers/CONTRACTS Administrators and other
commercial functions as required.
 Support the Senior Contracts Manager in the initiation and preparation of variations and claims to
Client. Assist in defending, negotiating and resolving claims with Client. Assist the Senior Contracts
Manager and direct commercial team members in compiling supporting documents for potential
claims, preparing advance defence for issues that are likely to evolve during execution phase.
 Assist, evaluate and advise Senior Contract Manager on contractual conflicts and claims with
clients. In the event of a dispute, advise on the company’s position, information required in defense
of or in pursuance of such.
 To review on a regular basis, company’s position after evaluating reports received from the project
team in respect of discrepancies, anomalies, risk and OPPORTUNITIES and take necessary action.
 Assist in managing all ACTIVITIES related to contractual, legal, tax, commercial and insurance issues
related to company business, contracts with clients and partnering agreements during the post
award stage.
 Ensure that appropriate guidance regarding legal diligence in new jurisdictions is understood by
direct reports.
 Assist in ensuring that the key contract terms and conditions are presented and understood by the
Project Management and Commercial Team upon award of the Contract and also ensure that a
proper handover takes place from the pre award team.
 Participates in interfacing / interaction with Company’s corporate dispute management team in
support of the Senior Contracts Manager.
 Responsible in ensuring implementation and adherence to HSE and Quality System Procedures
during the post award stage.
 Attend/support internal and external audits as required.
 Responsible to assist in the development and monitoring relevant Commercial KPI’s.
 Any other duty as directed by the Senior Manager CONTRACTS or the Commercial Director.
Qualification/ Requirements:
A graduate university degree in Law, Engineering or Business Administration.
 Minimum 15-17 years of work experience in tendering and finalization of CONTRACTS, with
predominant experience in the field of post award administration and management of CONTRACTS.

Petrofac are recruiting an Lead Electrical Technician to join the FPF-1 Floating Production Vessel

After more than 30 years of Production operations in the North Sea, the FPF-1 Floating Production Vessel is being refurbished and upgraded at the Remontowa Shipyard in Gdansk Poland, to RECEIVE and process the reservoir fluids of approx 30000bbls of OIL and 90Mscufs of gas per day from the Greater Stella Area Development. This consists of three fields, the Stella, the Harrier and the Hurricane

The Role:

We are seeking to recruit a Lead Electrical Technician. The position will initially be based in yard in Poland during the COMMISSIONING phase of the vessel.
With a projected minimum 15 years life of field, this is an excellent opportunity to be involved in a new project in the North Sea from the commissioning phase through to first OIL production and beyond.

Responsibilities:

  • co-ordination of all task schedules and providing first hand technical guidance on all power generation and electrical distribution problem solving and general electrical system maintenance
  • maintenance of the Power Generation and Power Distribution Systems in a reliable condition, safeguarding the availability and operational condition of the equipment so that production targets can be achieved. 
  • competent to control electrical isolation to ensure safe working practices
  • co-ordinates with operation personnel for start-up for Start-up and Shutdown of electrical equipment
  • complete routine maintenance, fault diagnosis, and installation of electrical and electronic equipment to defined standards
  • maintain all electrical drawing and single line diagrams ‘as-built’ to identify any modifications made to the equipment
  • ensure all switching of LV/ HV equipment is carried out accordance with operation procedures and statutory requirements


Candidates applying for this Lead Electrical Technician must have experience in a Responsible Electrical Person (REP) role working with High Voltage (HV) equipment. We will also be looking for candidates to be educated to HNC standard or equivalent and will have completed a recognised Electrical Engineering apprenticeship with previous experience in electrical maintenance. Due to this being a new project we would also expect our successful candidate to have previous experience working in a Lead role managing a team.
